Authors M.RamachandranDepartment of Computer Science Engineering, AVS College of Technology, Tamilnadu, India Abstract The growing global refugee crisis has led to widespread displacement and created considerable difficulties in obtaining essential services, including healthcare, education, and employment. One of the major contributing factors is the absence of secure, reliable, and easily verifiable identity documentation. Conventional certificate management approaches are often susceptible to document forgery, loss, unauthorized modification, and accessibility limitations, thereby creating additional barriers for refugees and humanitarian service providers. To overcome these challenges, this study proposes a blockchain-based digital certification and verification system specifically designed to support refugee identity and documentation management. The proposed framework employs MetaMask for secure digital identity authentication and utilizes Solidity-based smart contracts developed using Remix IDE to facilitate certificate generation and verification. Ganache and Truffle are incorporated for blockchain development, deployment, and testing, while a Django-based web application provides an accessible interface for generating and validating digital certificates. The decentralized nature of blockchain ensures certificate integrity, transparency, immutability, and secure verification while reducing the possibility of human errors and simplifying administrative procedures. The proposed system enables refugees to possess digitally verifiable certificates that can be authenticated efficiently when accessing essential services, thereby supporting their social and economic integration within host communities. Furthermore, the framework provides a scalable approach to secure digital certificate management and demonstrates the potential of blockchain technology for addressing identity verification and documentation challenges in humanitarian environments.
